Blk n Blu
Check cane in cockpit first, if you are by yourself get someone to pull the release, holding it and you push down on the hood above the latches. If it pops open line the latches.

corvettech
listen for movement of the latches while someone pulls the release, the release handle drives a cable that actuates the driver side latch. there is a cable attached to the driver side latch that controls the passenger side latch. not sure why it was designed like that but I'm sure it seemed like a good idea at the time in the 70's. if you cant hear either latch move most likely your issue will be that the cable that goes from the release lever to the first latch has broken. its been a long time since I've had to open a hood through the emergency access points but i do remember they took a considerable effort, i just cant remember if it was to push forward or move sideways to disengage.
