Ideal example would be a subdivision where they put in all the streets but never built the houses. Second choice would be a large parking lot that isn't being used and doesn't have light poles. If you are quick, Diablo Stadium in Tempe has a huge pole-less parking lot on the east side. But if you were there for a LOOOOONG time somebody might ask what was going on.
