Ted Y
If you are stock and you plan to remain stock for engine mods, the cheapest way is to find a used, unlocked Diablosport programmer for your year car. I got mine for $150 and you can adjust several things including fans.

1jester
I agree with what ted said. I've got a superchip programmer for under 170 dollars and it programmed my fans, transmission shift points and a multitude of other things.
Big Poppa
And you can rid yourself of CAGS if you have a 6 spd. A handheld tuner can't replace a NicD dyno tune, but if all you want is to tweak things like that, it's money well spent. The Diablosport (and others probably) will also read and delete codes, so it's a good tool to have as well.
